Brown Announces New Executive Leadership Appointments in Auditor’s Office

Commissioner of Securities and Insurance and Montana State Auditor James Brown announced new additions to the agency’s executive leadership team this week, naming three seasoned professionals to top roles. The appointments reflect Commissioner Brown’s continued emphasis on building an experienced, consumer-focused, and forward-thinking leadership structure.

Erin Snyder Appointed Deputy Insurance Commissioner

Effective June 2, Erin Snyder assumed the role of Deputy Insurance Commissioner. Snyder joined the agency in 2021 and brings more than 25 years of experience in the health insurance industry, including oversight of federal programs and internal audits. At the Commissioner’s Office, she has played a central role in financial regulation for Montana-based insurers, administration of the state’s Section 1332 waiver under the Affordable Care Act, and implementation of mandatory defrayal requirements.

“Erin’s deep expertise and steady leadership have been invaluable to our agency,” Commissioner Brown said. “Her commitment to financial integrity and consumer protection makes her the perfect choice for this critical role.”

Jack Connors Named Chief Legal Counsel

Jack Connors will begin as Chief Legal Counsel on July 7. Connors brings a unique blend of business and legal experience, having worked as a construction contractor before becoming a partner at a Helena law firm. A graduate of Montana State University and the University of Montana School of Law, Connors has focused his legal practice on construction litigation, business disputes, water law, and environmental issues.

“Jack’s diverse experience in both business and law brings a valuable perspective to our executive team,” said Commissioner Brown. “His proven judgment and dedication to ethical governance will be tremendous assets as we continue to serve the people of Montana.”

Kirsten Madsen to Serve as Deputy Securities Commissioner

Kirsten Madsen joins the leadership team as Deputy Securities Commissioner. With nearly two decades of legal experience in public service, Madsen has guided state agencies through complex enforcement matters and regulatory compliance. A graduate of both Montana State University and the University of Montana School of Law, Madsen is known for her work in protecting public interest and maintaining market integrity. She also handles pro bono legal work focused on children’s advocacy.

“Kirsten’s reputation for fairness, diligence, and forward-thinking regulation is well known in the securities field,” said Commissioner Brown. “Her leadership will be instrumental in protecting Montana investors and ensuring our markets remain strong and transparent.”

Commissioner Brown concluded, “These appointments reflect my vision for an agency that leads with expertise, integrity, and a relentless focus on serving the public. With this team in place, I am confident we are well-prepared to meet the challenges ahead and deliver on our mission for all Montanans.”
