Wyoming Transportation Commission Awards $65.7 Million for Infrastructure Projects

The Wyoming Transportation Commission approved nearly $65.7 million in contracts for seven Wyoming Department of Transportation (WYDOT) construction projects during its December 19 business meeting. The projects span several counties and address vital infrastructure needs, including bridge rehabilitation, paving, reconstruction, and chip sealing.

Largest Contract Awarded for I-80 Bridge Rehabilitation

A $30.12 million contract, the largest of the meeting, was awarded to Kilgore Companies LLC, dba Lewis & Lewis Inc., of Rock Springs. The project focuses on bridge rehabilitation, asphalt paving, grading, traffic control, and guardrail improvements over 10.8 miles of Interstate 80 between Rock Springs and Rawlins in Sweetwater County. The project is expected to be completed by October 31, 2026.

Wheatland Infrastructure Overhaul

Oftedal Construction Inc., based in Casper, received a $10.77 million contract for the reconstruction and water/sewer line upgrade on 16th Street in Wheatland. This project includes utility work, asphalt and concrete paving, stormwater drainage, sidewalk installation, and traffic control, with a target completion date of June 30, 2026.

Carbon County I-80 Paving

Afton-based Avail Valley Construction-WY LLC was awarded $10.43 million for a paving project on approximately 8.4 miles of Interstate 80 between Laramie and Rawlins. The project, including asphalt and concrete paving, signage, and traffic control, is set for completion by June 30, 2026.

US-85 Chip Seal in Niobrara County

Bituminous Paving Inc. of Minnesota secured an $8.12 million contract for chip seal and paving work on 12.8 miles of US Highway 85 between Lusk and Hat Creek in Niobrara County. The project’s deadline is June 30, 2026.

Chip Sealing in Multiple Counties

Two separate chip seal projects were awarded:

  • Hardrives Construction Inc. of Montana received $2.68 million for work across Campbell, Johnson, and Sheridan counties, with a completion date of August 31, 2025.
  • Geneva Rock Products Inc. of Utah was awarded $2.12 million for work in Lincoln, Sweetwater, and Uinta counties, also set to finish by August 31, 2025.

Rock Springs Bridge Replacement

Rock Springs-based DeBernardi Construction Company Inc. received a $1.43 million contract to replace the bridge over Bitter Creek on “N” Street in Rock Springs. The project, which includes paving, traffic control, and sidewalk upgrades, is expected to be completed by October 31, 2025.

Federal Funding and Low-Bid Process

The majority of these projects are funded through federal dollars, with contracts awarded to the lowest bidder, a standard practice for WYDOT projects.

These investments highlight ongoing efforts to enhance Wyoming’s infrastructure, ensuring safer and more efficient transportation for residents and travelers across the state.
