Wyoming Launches Application for Education Service Providers under ESA Program

The Wyoming Department of Education (WDE) has officially opened the application process for Education Service Providers (ESPs) for the state’s newly established Education Savings Account (ESA) program. The application portal will be accessible starting at 1 p.m. MDT on April 1, 2025, on the ESA website.

Organizations interested in offering educational goods or services through the Wyoming ESA program can apply directly through the website. Schools, including online institutions and colleges that plan to charge tuition and fees for ESA students, are required to email wde-esa@wyo.gov to receive a custom registration link.

To assist providers and schools in navigating the application process, the WDE has made available an ESP Handbook and an FAQ document. Interested parties are also encouraged to sign up for ESA updates to receive the latest information about the program.

The ESA program, established by the Wyoming Education Savings Account Act in 2024 and later amended by the Steamboat Legacy Scholarship Act, was signed into law on March 4, 2025. The initiative is designed to give Wyoming families greater educational options for their children, from pre-kindergarten through grade 12.

Starting in the 2025-26 school year, eligible students will receive $7,000 annually for educational expenses, including private school tuition, tutoring, curriculum, extracurricular activities, and other approved costs. All K-12 students are eligible for the scholarships, regardless of family income. Pre-kindergarten students must have a household income at or below 250% of the federal poverty guidelines to qualify.
