Trevor Graff Appointed Director of Government Relations at Montana State Auditor’s Office

April 25, 2025

The Montana State Auditor’s Office has named Trevor Graff as its new Director of Government Relations, effective immediately. In this role, Graff will serve as the agency’s chief liaison to the Montana Legislature and other state and federal agencies.

State Auditor and Commissioner of Securities and Insurance James Brown praised the appointment, saying, “We are happy to welcome Mr. Graff to the agency. His years of experience in state government and deep knowledge of the legislative process will be a tremendous asset. I have the utmost confidence in Trevor as a policy analyst, strategist, and advisor.”

Graff brings extensive experience in Montana government, most recently serving in a similar government affairs role at the Montana Public Service Commission. He also spent seven years as a research analyst with the Montana Legislative Services Division.

“I’m honored to join the Office of the Commissioner of Securities and Insurance and continue serving the people of Montana,” Graff said. “I look forward to working with Commissioner Brown and the team to ensure Montanans have the support they need when it matters most.”

A 2014 graduate of the University of Kansas, Graff has held a variety of roles in public policy, communications, and legislative affairs across Montana, North Dakota, Wyoming, and his home state of Kansas.

Graff succeeds Frank Cote, who will retire following the conclusion of the current legislative session. Cote has been affiliated with the agency since 1993 and has served as Deputy Commissioner of Insurance since 2022.

“We are grateful to Mr. Cote for his decades of service and wish him the very best in retirement,” Commissioner Brown said.

The Montana State Auditor’s Office regulates the insurance and securities industries and serves as an ex officio member of the Montana Board of Land Commissioners. Commissioner James Brown was elected to the office in 2024.
