The North Dakota Department of Commerce announced that three companies received a combined total of $452,500 in loans through the North Dakota Development Fund Inc. (NDDF) during the fourth quarter of 2025, supporting the development and expansion of child care facilities across the state.
“Investments like these strengthen the foundation of North Dakota’s economy by addressing critical needs such as child care and supporting business growth,” said Commerce Venture & Credit Analyst Samantha Mattson. “By helping businesses expand and communities thrive, we’re building a more resilient future for our state.”
The Q4 child care loan awards include:

Heilman Properties LLC, Minot – $150,000 to assist with the completion of a new facility.

DGB Holdings LLC, Bismarck – $202,500 to help purchase a building and cover start-up costs.

ABCC LLC, Fargo – $100,000 to fund facility fit-up and working capital.
The NDDF, established in 1991, provides flexible financing for new or expanding businesses across North Dakota. The fund also manages the Child Care Loan Program, which helps providers address critical workforce needs and expand access to quality child care for families.
These loans reflect the state’s continued efforts to support business growth while addressing workforce and community needs, ensuring North Dakota’s economy remains strong and resilient.
