Final Dakota Access EIS draws praise from Armstrong

December 28, 2025

Gov. Kelly Armstrong on Friday welcomed the U.S. Army Corps of Engineers’ release of its final Environmental Impact Statement on the Dakota Access Pipeline, which recommends maintaining pipeline operations and reinstating the easement allowing the line to cross Lake Oahe.

In a statement, Armstrong said the decision marks a significant step toward ending what he described as a lengthy and politicized review process.

“This is great news for North Dakota and brings us one step closer to putting an end to this prolonged, unnecessary and politicized process,” Armstrong said. “From the beginning, the state has urged the Corps to follow the law, facts, science and common sense.”

Armstrong noted that the Dakota Access Pipeline has operated safely for eight years and has become a critical component of the nation’s energy infrastructure.

“After eight years of operating safely, the Dakota Access Pipeline has become an essential part of our nation’s energy infrastructure,” he said. “Its continued operation will ensure energy security and affordability for the country while providing positive economic impact that touches every North Dakotan.”

The Army Corps’ final EIS is a key step in the federal review process and could clear the way for the easement to be reinstated, allowing the pipeline to continue operating under Lake Oahe.
