Daines’ Bill Protecting Mothers Traveling With Breast Milk Signed Into Law

December 6, 2025

U.S. Sen. Steve Daines on announced that his bipartisan “BABES Enhancement Act” has been signed into law by President Donald Trump, marking a significant win for parents traveling with breast milk, formula, and other infant nutrition products.

“I’m thrilled to see our bipartisan BABES Enhancement Act officially signed into law by President Trump,” Daines said. “Being a mom is already a tough job, and this new law will make it easier for mothers to safely transport breast milk and formula while traveling. This is a big win for families, and I’m proud to see it signed into law.”

The law directs the Transportation Security Administration (TSA) to provide clear, updated, and hygienic handling guidance for breast milk, baby formula, and related supplies. TSA must consult with nationally recognized maternal health organizations when developing and communicating these standards.

Supporters say the law will help reduce the risk of contamination and prevent mishandling of breast milk and breastfeeding equipment during airport security screenings—an issue that has long frustrated traveling parents.

Daines introduced the bill in January 2025 alongside Sens. Tammy Duckworth (D-IL), Ted Cruz (R-TX), and Mazie Hirono (D-HI).

Under the new law, TSA must:

  • Issue guidance promoting hygienic handling of breast milk, baby formula, other infant nutrition products, and necessary accessories;

  • Regularly update these standards in consultation with leading maternal health groups.

The bipartisan measure drew praise from family advocates who say it will provide peace of mind and more consistent treatment for parents traveling with young children.
