Idaho Attorney General Raúl Labrador announced Friday a judgment and permanent injunction against Arenal Outdoor Center and its owner, Keith Craig Fletcher, in a consumer protection lawsuit. The ruling bars Fletcher from offering travel-related goods and services within the state.
Fletcher’s record extends far beyond the current case. Over the years, he has faced numerous customer and employee complaints for unrefunded vacation packages, bounced checks, failure to maintain required insurance, and unpaid payroll taxes. Despite repeated complaints to state and local agencies, Fletcher repeatedly reopened businesses under new names, continuing alleged fraudulent practices.
“This permanent injunction represents the hard work of my Consumer Protection Division pursuing flagrant violations of the Idaho Consumer Protection Act,” Labrador said. “Idaho has amazing opportunities for outdoor recreation, and it’s shameful that an unscrupulous and greedy operator would ruin that experience for so many people.”
The Attorney General’s Consumer Protection Division offered guidance for Idahoans booking vacations or recreational services:

The judgment highlights the Attorney General’s ongoing commitment to enforcing the Idaho Consumer Protection Act and protecting residents from businesses operating outside the law. Officials said they will continue prioritizing actions that ensure a fair and honest marketplace for all Idahoans.
