Trump Administration Announces Leadership Team for Gaza Peace and Reconstruction Plan

President Donald J. Trump announced key appointments to implement Phase Two of his Comprehensive Plan to End the Gaza Conflict, marking a major step toward stabilization, reconstruction, and long-term governance in the region.

The National Committee for the Administration of Gaza (NCAG) will be led by Dr. Ali Sha’ath, a technocratic leader with extensive experience in public administration and economic development. The committee is tasked with restoring core public services, rebuilding civil institutions, and stabilizing daily life while laying the groundwork for self-sustaining governance in Gaza.

Trump highlighted that the initiative aligns with United Nations Security Council Resolution 2803 (2025), which endorsed the Comprehensive Plan and welcomed the establishment of the Board of Peace. The Board, chaired by Trump, will provide strategic oversight, mobilize international resources, and ensure accountability across all 20 points of the plan.

A founding Executive Board has been named to oversee critical portfolios, including governance, reconstruction, investment, and regional relations. Members include Secretary Marco Rubio, Steve Witkoff, Jared Kushner, Sir Tony Blair, Marc Rowan, Ajay Banga, and Robert Gabriel. Aryeh Lightstone and Josh Gruenbaum have been appointed senior advisors responsible for day-to-day strategy and operations.

H.E. Nickolay Mladenov will serve as High Representative for Gaza, linking the Board of Peace with the NCAG and coordinating governance, reconstruction, and development efforts on the ground. Major General Jasper Jeffers has been named Commander of the International Stabilization Force, charged with maintaining security, supporting demilitarization, and facilitating the safe delivery of humanitarian aid and reconstruction materials.

In addition, a Gaza Executive Board has been formed to support governance and service delivery in Gaza. Members include Witkoff, Kushner, Minister Hakan Fidan, Ali Al-Thawadi, General Hassan Rashad, Sir Tony Blair, Marc Rowan, Minister Reem Al-Hashimy, Mladenov, Yakir Gabay, and Sigrid Kaag. Additional appointments to both the Executive Board and Gaza Executive Board are expected in the coming weeks.

The administration emphasized that the United States will work closely with Israel, Arab nations, and the international community to implement the plan. President Trump called on all parties to cooperate fully with the NCAG, the Board of Peace, and the International Stabilization Force to achieve peace, stability, and prosperity for Gaza.
